Here’s 5 Things Employers Need To Know About Working During MCO 2.0

As we move into 2021, the COVID-19 pandemic continues to wreak havoc on Malaysian businesses, mostly affecting SMEs.


On 12 January 2021, Malaysian Prime Minister Muhyiddin Yassin officially announced that Malaysia is currently under a national emergency that could potentially last up to eight months.



In light of that, the government has decided to implement the movement control order (MCO) for six states, including Selangor, Wilayah Persekutuan, Melaka, Johor, Penang and Sabah for a period of 14 days, starting on 13 January until 26 January 2021.

 
Although the new order has caused much stress amongst employers, we see a positive response from fellow HR employees in a HR Facebook group encouraging each other with motivating messages.

For those employers who are still struggling and confused about what to prepare, here’s 5 things you need to know about navigating the newly implemented MCO 2.0 for your business.

1. The five essential economic sectors allowed for operation are manufacturing, construction, services, trade and distribution, as well as plantations and commodities. 


Miti unveiled a full list of essential services that will be allowed to operate during the MCO, including the relevant supply chains, with the list current as of January 12, 2021. Other than the five sectors and their related industries, those not included in the list can be allowed to operate after talking to the relevant authorities and as decided by the Health Minister.

 

2. Manufacturing companies in the essential services must register via Miti’s online database i.e. Covid-19 Intelligent Management System (CIMS).

If your company falls under manufacturing sector, you will need to register at https://notification.miti.gov.my from now onwards, and will have to download the notification of registration confirmation upon successful registration.

You may refer to the guides below for CIMS registration:


3. For companies that have already registered under the CIMS system last year do not need to register again this year. But require travelling documents.


If your company have already registered via CIMS system last year, you will still need to issue the necessary documents (refer below) to your employees if they required to travel to work.

Here's what you need to prepare for your employees:

  • MITI notification letter (need to download the registration confirmation from CIMS portal)
  • Management & Support staff approval letter (Download here)
  • PDRM form (refer below) for those employee who requires to travel more than 10KM from their homes to office

4. There are 4 types of employees under the MCO 2.0 

With the new MCO 2.0 in place, below are the types of employees that require the letter when going back to work during the new order:

  1. Management employees who are allowed to work (need letter)
  2. Support employees who are allowed to work (need letter)
  3. Employees who need to travel inter-state / district (need letter)
  4. Employees who work from home (no letter required)


5. Police permit can be downloaded for interstate travelling

If your employees wish to cross state or district borders for necessary / emergency reasons are now required to fill in the Movement Control Order (MCO) Movement Permit Forms or Conditional Movement Control Order (CMCO) Movement Permit Forms.

IMPORTANT: You need to complete the form below in two copies and submit both completed forms at your nearest police station for approval.


The work from home practice refers to the carrying out of office work at the employees’ homes according to the guidelines and procedures determined by the employers according to the needs of their respective companies, Miti said.

For workers in other sectors that are not categorised as essential services, the work from home order will apply to them. The work from home order will also apply for work that does not require physical attendance.
